Bubble Up Base

  • 1 cup butterscotch chips

  • ½ cup powdered sugar
  • 1 Tbsp milk

Instructions

  1. Preheat and prepare pan: Preheat your oven to 350ºF (177ºC). Lightly spray a 9×13-inch baking pan with cooking spray to prevent sticking.
