Cookies:

- ½ cup unsalted butter (softened)
- 1½ cups powdered sugar
- 1½ tablespoons heavy cream or milk
- ½ teaspoon vanilla extract

Instructions
- Preheat the Oven: Preheat the oven to 350°F (175°C) and line two baking sheets with parchment paper.
- Cream Butter and Sugars: In a large bowl, cream the butter, brown sugar, and granulated sugar until light and fluffy.
- Add Eggs and Vanilla: Beat in the eggs and vanilla until well combined.
- Mix Dry Ingredients: In a separate bowl, whisk together the flour, baking soda, cinnamon, salt, and nutmeg. Gradually add the dry ingredients to the wet mixture.
- Stir in Oats and Apple: Mix in the oats and chopped apple until evenly distributed.
- Bake: Drop rounded tablespoons of dough onto the prepared baking sheets and bake for 10–12 minutes until golden.
- Make Filling: Beat butter until smooth, then mix in powdered sugar, cream, vanilla, and cinnamon until fluffy.
- Assemble: Spread or pipe the filling onto one cookie and sandwich with another once cooled.
