  • 1 1/2 cups vegetable broth
  • 1 tsp sugar
  • 1/2 tsp salt
  • 1/4 tsp black pepper
  • 1/4 tsp red pepper flakes (optional)
  • 1/2 cup heavy cream
  • 1/4 cup chopped fresh basil (plus more for garnish)

Instructions
