Toppings:

Instructions
- Combine Ingredients: In a medium saucepan, combine the milk, heavy cream, cocoa powder, sugar, and salt. Heat over medium heat, whisking constantly until hot but not boiling.
- Add Chocolate: Add the chocolate chips and whisk until melted and smooth. Remove from heat and stir in vanilla extract.
