  3. Add wet ingredients: Stir in milk, melted butter, and vanilla extract until smooth. Fold in chocolate chips.
  4. Layer the batter: Spread the batter evenly in the slow cooker.
  5. Prepare the topping: Mix brown sugar and cocoa powder, then sprinkle over the batter. Slowly pour hot water over the top.
