- 1 tablespoon soy sauce
- 2 tablespoons water
- 2 tablespoons vegetable oil
- 3 cloves garlic, minced
- 1 small shallot, thinly sliced
- 1/2 teaspoon freshly ground black pepper
- 1–2 green onions, sliced

- Prepare the Sauce: In a small bowl, combine fish sauce, soy sauce, and water; set aside.
- Caramelize the Sugar: In a large skillet or wok over medium heat, melt sugar until amber-colored, about 2-3 minutes. Add the fish sauce mixture and stir.
- Cook the Shrimp: Add oil, garlic, shallot, and shrimp to the skillet. Cook until shrimp are opaque, about 3-5 minutes.
- Finish and Serve: Season with black pepper, add green onions, and serve over jasmine rice.
